HUBCO Green (Private) – Pakistan DC fast‑charging corridor
HUBCO Green, a unit of Hub Power Holdings, announced on October 30 that it will connect Karachi to Peshawar with DC fast chargers along key highway locations including Hyderabad, Moro, Sukkur and Zahir Pir (North) for phase 1—scheduled for commissioning by October 31, 2025. This rollout builds on the company’s earlier network (10 operational DC fast‑chargers in Karachi, Lahore and Islamabad) and a collaboration with Pakistan State Oil Company Limited to develop EV charging at PSO sites. Malaysia – October deployment of 20 new DC charging sites

Notably one site is in Sri Aman (mid‑route between Kuching and Sibu) and another, the Terra ChargEV charging hub at Seremban R&R, is being developed as a 1.2 MW hub with 20 DC charge points (expected opening 2027) — the October rollout underlines accelerating deployment beyond urban hubs into regional corridors. Ubitricity — London borough of Tower Hamlets rollout
Ubitricity, a subsidiary of Shell, announced on 7 October that it has completed the installation of 2,000 public EV‑charge points in the London borough of Tower Hamlets, in just under four months (first installed mid‑June, 2000th by 2 Oct). These chargers were retro‑fitted into lampposts on residential streets, offering close‑to‑home public charging. The fast installation — 76 installs in one day at peak —demonstrates the speed possible when local authorities and CPOs collaborate. The project addresses key access‑to‑home‑charging issues in dense urban neighbourhoods and may be a blueprint for similar rollouts.
National Development and Reform Commission (China) Three‑Year EV Charging Action Plan
On 15 October 2025 China unveiled a three‑year action plan to expand its EV‑charging infrastructure across the country. By end of 2027 the target is a network of 28 million charging facilities and public charging capacity exceeding 300 million kW, enough to meet the demand of more than 80 million EVs. Key measures include expanding urban fast‑charging, highway service‑area upgrades, and narrowing rural infrastructure gaps. The plan underscores China’s push to ensure charging infrastructure keeps pace with vehicle electrification and supports confidence among consumers.
California Energy Commission – “Fast Charge California Project” Incentive Programme
In October, the California Energy Commission launched a record‑sized incentive programme offering $55 million to support publicly accessible DC fast‑charging installations. The programme offers up to 100 percent of project costs, with per‑port incentives of $55,000 for 150‑274.99 kW chargers and $100,000 for >275 kW units. Priority is given to tribal, disadvantaged and low‑income communities. Applications closed 29 October 2025. This reflects a shift toward equitable infrastructure deployment and higher‑power charging to support broader EV adoption.
TGSPDCL (Telangana‑India) drive for public EV charging stations
On October 22 2025 the Telangana State Southern Power Distribution Company announced a special drive for EV public charging stations. Under the national scheme PM E‑DRIVE, it will assess parking‑sites (e.g., Telangana Secretariat) and offer subsidies of 70 percent to 100 percent for private individuals or entities installing EVPCS in major cities or industrial zones. Department for Transport (UK) – Public charging network surge

Nagpur (India) – New EV charging‑station project launch
