USTDA grant to Vietnam wind developer for feasibility study

The United States Trade and Development Agency (USTDA) is supporting Cong Ly Construction-Trade-Tourism Company Ltd, Vietnam, to develop a 300-MW wind power project in that country.

The USTDA grant for feasibility study will help the Vietnamese company to operate the only near-offshore wind project in Vietnam. It will be the third phase of the Bac Lieu Wind Farm.

Sarah Randolph, the country manager for Southeast Asia who signed the grant for USTDA said the grant represented the next step in the agency’s growing partnership with Vietnam’s wind power sector.

Phase I of the Bac Lieu Wind Farm — which uses ten US-made wind turbines from General Electric and generates about 16 MW of power — commenced commercial operation in August 2013.

The proposed feasibility study will help Cong Ly expand its wind farm after thoroughly examining the technical challenges that arise from an offshore location.

The study team will conduct a wind resource and energy assessment, review permissions and land control issues, create electrical grid interconnection and foundation design, provide an estimate of construction cost, and develop a financing plan.

The proposed project is being seen as a step towards wider business engagement in the region’s clean energy development by the US under the US-Asia Pacific Comprehensive Energy Partnership (USACEP). It is expected to stimulate infrastructure development and improvements in the power grid.
