The Ministry of Physical Infrastructure and Transport (MoPIT) in Nepal is introducing a reformed policy with an aim of promoting operations of electric vehicles in the country.

The Safa Tempo, a small electric vehicle with 10-12 passenger capacity is already in public service in Kathmandu Valley.

According to the new policy, customs waiver will be provided on import of electric vehicles besides promoting use of hybrid electric vehicles.

The draft has been sent to other concerned Ministries like Technology and Environment, Urban Development and Science for suggestions before finalizing.

The new reform will help cut down import of fuel and reduction of air pollution in cities.

In the financial year 2013-14, Nepal imported Rs 109 billion worth petroleum products, more than 25 percent of total imports.

Tulasi Prasad Sitaula, secretary, MoPIT, said, “The draft is almost final and will be soon sent to cabinet ministry. After the implementation of this policy private sector can import bigger electric vehicles. They can also operate trolley bus service.”

The policy will encourage conversion of old petrol or diesel vehicles into electric vehicles, which will eventually help in reducing import of more vehicles.

The policy will also deal with issuing the route permission for electric vehicles, charging stations and areas of operation.

Based on the policy, the government can offer custom waiver, tax incentives and other facilities for operators either on budget announcement or through special finance ministry programs.
