TotalEnergies Shift $1 bn from Offshore Wind to Oil and Gas in Major Energy Policy Shift

Energy giant TotalEnergies have announced a strategic decision to redirect nearly $1 billion from offshore wind investments into domestic oil and natural gas production, signaling a significant shift in U.S. energy priorities.

The move aligns with the policy direction of the administration of Donald Trump, which has emphasized expanding fossil fuel output while rolling back support for renewable energy projects. The agreement underscores a broader effort to curb offshore wind development in favor of what officials describe as more reliable and cost-effective energy sources, Reuters news report said.

Under the deal, the U.S. government will reimburse approximately $1 billion to TotalEnergies for offshore wind lease acquisitions. In return, the company has committed to halting new offshore wind project development in the country. The leases affected include key areas such as Carolina Long Bay and the New York Bight, both awarded in 2022 during the administration of Joe Biden.

Interior Secretary Doug Burgum described the agreement as a step toward ensuring affordable and dependable energy, criticizing offshore wind as costly and heavily reliant on subsidies. The administration’s stance reflects a broader push to boost domestic oil and gas production, particularly in regions like the Gulf of Mexico and major shale basins.

As part of its revised investment strategy, TotalEnergies plans to allocate $928 million in 2026 toward expanding liquefied natural gas infrastructure at the Rio Grande LNG facility in Texas, alongside increased upstream oil development and shale gas production in U.S. territories.

The decision has drawn criticism from industry groups such as Oceantic Network, which argue that the policy undermines the growth of renewable energy at a time when energy demand and prices are rising. Critics warn that removing offshore wind capacity from the development pipeline could impact long-term energy diversification and sustainability goals.

TotalEnergies CEO Patrick Pouyanné stated that offshore wind remains a less competitive option for electricity generation in the U.S. market, reinforcing the company’s pivot toward conventional energy investments.
