Maharashtra wind power policy

Maharashtra State Electricity Distribution (MSEDCL) has formulated a new wind energy policy in consultation with the MEDA (Maharashtra Energy Development Agency) to promote state’s wind energy generation. The policy was notified on 3rd June, 2014, and will be applicable on projects commissioned in FY 2014-15 and onwards.

Under the PPA, the entire power produced will be sold to MSEDCL.The wind power developer has to submit a non-refundable processing fee of Rs. 1.00 lac per MW of grid connectivity. He has to submit Performance Bank Guarantee of Rs. 5.00 lacs per MW for sanction of gird connectivity as security deposit.

The proposals will be sanctioned by MSEDCL, if the capacity is up-to 10 MW and if the developer intends to evacuate power at MSEDCL 33 KV substation. If the capacity is more than 10 MW, the power shall be evacuated through 33 KV feeder or EHV feeder at of MSETCL. Technical feasibility report will be submitted to the CE, STU, MSETCL after the inspection within a period of 30 working days and permission will be issued within 8 working days.

The connectivity permission shall be a time bound a process. For upto 50 MW capacity the time limit is 15 months, for above 50 MW upto 150 MW a 21 months period is available and for above 150 MW upto 300 MW 30 months is the allotted time.

If the project is not installed within the time period or even in extended time period of six months, the permission shall lapse automatically and generator shall have to apply afresh for renewal.

Temporary grid connectivity shall be avoided as far as possible. The evacuation expenses shall be borne by the wind power generator. Refund if any will be governed by the GoM policy 2014-16.The MSEDCL circle office shall commission the project after inspection and issue the commissioning certificate.

MSEDCL shall execute the Execution of Energy Purchase Agreement (EPA) with generators to the tune of capacity in MW to be declared by the GoM. The EPA shall be executed in chronological order.

The scheduling and forecasting has been made mandatory for new wind power projects and hence it is necessary to form a co-ordination committee of all wind project generators and MSEDCL, MSETCL & MSLDC authorities. The committee will be responsible for scheduling of wind generation on daily basis for whole state.
